NOAA issues El Niño watch: Here's where and when we will feel the impact

(NEXSTAR) – Move aside La Niña – it's almost time for El Niño to take over.National Oceanic and Atmospheric Administration’s Climate Prediction Center issued an "El Niño watch" Thursday morning, saying the climate pattern is expected to form sooner than previously anticipated. After La Niña ended last month, we entered "ENSO-neutral" conditions, which means neither La Niña nor El Niño is present. Those neutral conditions were expected to end at some point in the summer or early fall. But as of Thursday, it looks as though the timeline has moved up. Forecasters said there is a 62% chance El Niño will take over between May and July. The probability that El Niño will form by fall is even higher, between 80% and 90%. Renderings of new Uvalde school include tribute to Robb Elementary victims

UVALDE, Texas (KXAN) -- Last month, Uvalde parents and students got to see what the new elementary school replacing Robb Elementary could look like. Renderings of the school include a tribute to the 21 victims who were killed in the mass shooting at Robb Elementary last May. The proposed tribute is a tree, designed with two large branches to represent the teachers and 19 smaller branches to represent the students who lost their lives. St. Paul’s heavily single-family neighborhoods could soon be a thing of the past.An effort to rewrite the city’s zoning codes to allow denser housing like duplexes in all of the city’s residential districts is gaining steam at City Hall with the support of many housing advocates and to the chagrin of some of the city’s traditionalists.More than half of St. Paul’s housing stock is composed of single-family homes, and more than a third is nestled inside sizable apartment buildings. Arkansas man accused of flying to Albany to illicit minor

ALBANY, N.Y. (NEWS10) -- An Arkansas man was charged with interstate travel for illicit sexual contact this week after allegedly flying to Albany attempting to meet an 11-year-old to engage in sexual contact, according to the Department of Justice (DOJ). According to the DOJ, a federal complaint filed earlier this week states Biswell communicated with someone in Albany online whom he believed would allow him to engage in sexual contact with an 11-year-old. The DOJ says on Saturday, April 8, Biswell flew from Arkansas to Albany, packing Viagara pills in his suitcase to engage in sexual contact with the minor. Biswell was arrested at the airport.
